`wx:make-meta-file-placeable`

Given a filename for an existing, valid wx:metafile% object, makes it into a placeable metafile by prepending a header containing the given bounding box (Windows).

(wx:make-meta-file-placeable filename min-x min-y max-x max-y scale) -> boolean
    filename : string
    min-x : small integer
    min-y : small integer
    max-x : small integer
    max-y : small integer
    scale = 1.0 : inexact real
The bounding box can be obtained from a device context after drawing into it, using the functions get-min-x, get-min-y, get-max-x, and get-max-y. The scale argument specifies the scale for the metafile.
In addition to adding the placeable metafile header, this function adds the equivalent of the following code to the start of the metafile data:

 SetMapMode(dc, MM_ANISOTROPIC);
 SetWindowOrg(dc, minX, minY);
 SetWindowExt(dc, maxX - minX, maxY - minY);
```
This simulates the MM_TEXT mapping mode, which the metafile assumes.
