Determines the appropriate location and size for all of the panel's children.

• (send a-mred:panel place-children children-info width height) -> list of dimension information
      children-info : list of mred:child-info structs
      width : integer
      height : integer

  The children-info list must correspond to the panel's children list. The size specified by width and height must be the panel's client size, not full size. The return value is a list of lists; each list consists of the x position, y position, width, and height of the corresponding child.
