  Called by on-event when the event is not handled by a caret-owning snip.

Consider overriding on-default-event instead of this method.

• (send a-mred:edit on-local-event mouse) -> boolean
      mouse : a  wx:mouse-event% object

  Either lets the keymap handle the event or calls on-default-event .

  Dispatches to the mode.
