Indeed, none of the other problems could be meaningful without metrics and so it should really be viewed as a theme that cuts across all of them. Similarly, flexibility and resource management are problems that can be made to go away by throwing enough money at a system. Security, however, cannot be solved in that manner. Complexity ranks even higher than security because a system that is too complex for users to understand will be a security risk.
